Smith) In the USA network series 4400 four thousand four hundred disappeared and now enhanced humans are returned to Earth by aliens or posthumans.They synthesize a superpower drug out of their blood called Promicin that gives recipients superpowers. The catch is that it kills 50% of those who take it.
Debate rages over whether the drug should be legal. In this clip a UN official discusses the debate among international regulators over whether Promicin would help developing countries. It certainly would help efforts at population control. You can “vote” on the drug here and read their pro- and con- websites.

I suspect the IEET would advocate further testing before its release, although its use by the terminally ill could be defended.
