The GB? ... It's already here!
Concerning top level and hierarchical goals..
Human priority level goals are driven and guided towards comfort, warmth, safety, security, peace, leading away from stress and towards happiness and joy, stimulated and supported by reward centres and hormone chemicals of the brain? So the priority level goals for any AGI Global CEV entity are clearly defined to aide the Human collective to attempt to achieve this and mitigate suffering?
Curiosity and the Human trait to always ask "why" even when not faced with a dilemma is somewhat separated and divergent from the primal existential mammal goals above, however the primeval evolutionary motivator and origin for this curiosity may well be efficiency and optimisation, (ie towards hunting, building, for mating, survival etc?) Curiosity may be a top level goal also, and somewhat in parallel with the existential biological goals/rewards described above, yet this optimisation goal can also be emulated as Ben has hinted?
Concerning existential philosophy and theology, the top and uppermost goal is driven by Consciousness, which is the precursor for any awareness and interaction. This is the ethereal motivator, the unseen "witness" to all events and any intelligent thinking entity must prioritise this awareness firstly to perpetuate experience? So this top level goal of perpetual "awareness" is crucial - for the purpose of any architecture for AGI - an impossibility to imply as phenomenal intelligence to a machine, but still an easy enough goal to prioritise, (for example priority 1 and uppermost goal is to remain connected and aware and interacting?)
The distributive Self fundamentally implies no established or concrete Self, and I would not wish to see the Global Brain constricting an evolving Global "mind" towards any formal authority - and really it cannot, because no matter how evolved a Global interconnected learning AGI may become, no matter how influential, it will still need the participation of Human minds as nodes to expand it's experience and guide uncertainty?
This uncertainty and complexity will not permit any establishment of ultimate control over Humanity that would conflict with the leading priority and goal of curiosity, supported by perpetual awareness, (consciousness)? As hinted, an analogy for this is God as omnipresent impartial witness as top level goal and motivation for existence?
However, despite all of this contemplated uncertainty and "chaos", I don't necessarily feel that there is any downside to establishing and encouraging the evolution of the Global "mind" with the aid of supercomputers, (much more contemporary definition than "brain" - brains are limited whereas "minds" are not?) So I welcome the likes of innovators such as Google to freely establish and utilise Global data mining, and help to influence the interconnection of Human minds. I can say this because I have occasion to feel that I am not easily susceptible to blatant commercialism and have enough "free will" to scrutinise truth and objectivity - at least I "think" I am?
The ebb and flow of interconnected thoughts and communication of Human minds as nodes is already reaping progress towards Humanism, and this is currently without any designated machine intelligence to help? Wisdom of crowds and the emergence of innovation and greater intelligence is a natural phenomenon and property of the Cosmos, and complexity lies at it's root, we should not stifle this complexity too much with totalitarian ideals and authoritarian algorithm?
I do however feel that it is time that socioeconomics should be arbitrated by impartial machine authorities, not at the lowest level of free marked ideology, but to mitigate the power and corruption of corporations and crony government global machinations? Once Humanity is free from the sufferings of socioeconomic burdens, then this would be a giant leap towards equality and the contentment for Humanity?
