Bill Liao of SOSventures argues that genetic engineers are often hampered by the irrational risk aversion of governments and investors.

As an example of the potential for investing in tech startups, he recounts the story of how a small, one-man project in Ireland given a license and funding was able to create a successful open-source protein purification system. Liao then describes how he is attempting to duplicate this success under the same jurisdiction in Ireland by helping establish an accelerator program for developing rapid prototypes for synthetic biology products.
